Council may create and discontinue offices--may change compensation.

78.250. The council shall have power from time to time tocreate, fill and discontinue offices and employments other thanherein prescribed according to their judgment of the needs of thecity; and may by majority vote of all the members remove any suchofficer or employee, except as otherwise provided for in sections78.010 to 78.420; and may by resolution or otherwise prescribe,limit or change the compensation of such officers or employees.
