Removal from office.

78.360. All persons under civil service shall be subject toremoval from office or employment by the council for misconductor failure to perform their duties under such rules andregulations as it may adopt, and the chief of police, chief ofthe fire department or any superintendent or foreman in charge ofmunicipal work may peremptorily suspend or discharge anysubordinate then under his direction for neglect of duty ordisobedience of his orders, but shall within twenty-four hoursthereafter report such suspension or discharge and reasontherefor to the superintendent of his department, who shallthereupon affirm or revoke such discharge or suspension accordingto the facts. Such employee or the officer discharging orsuspending him may within five days of such ruling appealtherefrom to the council, which shall fully hear and determinethe matter.
