General powers and duties.

78.370. The council shall have the power to enforce theattendance of witnesses, the production of books and papers andpower to administer oaths in the same manner and with like effectand under the same penalties as in the case of associate circuitjudges exercising criminal or civil jurisdiction under thestatutes of Missouri. Said commissioners shall make annualreport to the council and it may require a special report fromsaid commission at any time; and said council may prescribe suchrules and regulations for the proper conduct of the business ofthe said commission as shall be found expedient and advisable,including restrictions on appointments, promotions, removals forcause, roster of employees, certification of records to theauditor, and restrictions on payment to persons improperlyemployed.
