Accrued rights or penalties not affected by adoption.

82.070. All rights of action, fines, penalties andforfeitures accrued to such city before such charter takes effectshall remain unaffected thereby, and may be prosecuted, recoveredand received as fully in every respect as if such charter had nottaken effect.
