No surcharge or fee to compensate school districts without statutoryauthority (Lee's Summit).

82.293. 1. Absent explicit statutory authority, no constitutionalcharter city with more than seventy thousand five hundred but less thanseventy-one thousand inhabitants located at least in part within a county ofthe first classification with more than eighty-two thousand but less thaneighty-two thousand one hundred inhabitants shall enact any ordinance,regulation, or resolution that would impose a surcharge or other fee tocompensate any political subdivision organized pursuant to chapter 162, RSMo.

2. If any provision of this section or the application thereof to anyoneor to any circumstances is held invalid, the remainder of section A of thisact* and the application of such provisions to others or other circumstancesshall not be affected thereby.
