86.023. The general administration and the responsibilityfor the proper operation of the retirement system and for makingeffective the provisions of sections 86.010 to 86.193 are herebyvested in a board of trustees of seven persons. The board shallbe constituted as follows:
(1) The president of the board of police commissioners ofsaid cities, ex officio. If the said president shall be absentfrom any meeting of such board of trustees for any causewhatsoever, he may be represented by any member of the board ofpolice commissioners who in such case shall have full power toact as a member of the said board of trustees.
(2) The comptroller of the said cities, ex officio. If thesaid comptroller shall be absent from any meeting of such boardof trustees for any cause whatsoever, he may be represented byeither the deputy comptroller or the first assistant comptrollerwho in such case shall have full power to act as a member of thesaid board of trustees.
(3) Two members to be appointed by the mayor of said citiesto serve for a term of two years; provided, however, that theterm of office of the first two trustees so appointed shall beginimmediately upon their appointment and shall expire one year fromthe date the retirement system becomes operative and two yearsfrom the date the retirement system becomes operative,respectively.
(4) Three members to be elected by the members of theretirement system of said cities for a term of three years;provided, however, that the term of office of the first threemembers so elected shall begin immediately upon their electionand shall expire one year from the date the retirement systembecomes operative, two years from the date the retirement systembecomes operative and three years from the date the retirementsystem becomes operative, respectively.
