Treasurer, custodian of assets--payments from, made how.

86.307. The treasurer of the cities shall be the custodian of theassets of the retirement system. The treasurer shall make payments fromsuch assets only upon vouchers signed by two persons designated by theboard of trustees. A duly attested copy of the resolution of the board oftrustees designating such persons and bearing on its face specimensignatures of such persons shall be filed with the treasurer as authorityfor making payments upon such vouchers. No voucher shall be drawn unlessit shall previously have been allowed by resolution of the board oftrustees.
