Board has exclusive original jurisdiction--review--rules andregulations.

87.145. The board of trustees shall have exclusive originaljurisdiction in all matters relating to or affecting the fundsherein provided for, including, in addition to all other matters,all claims for benefits and refunds under this law, and itsaction, decision or determination in any matter shall bereviewable under chapter 536, RSMo, only, and any party to theproceedings shall have a right of appeal from the decision of thereviewing court. Subject to the limitations of sections 87.120to 87.370, the board of trustees shall, from time to time,establish rules and regulations for the administration of fundscreated by this law, for the transaction of its business, and forthe limitation of the time within which claims may be filed.
