Proposed reassessment--contents of ordinance.

88.113. Such ordinance shall set forth the total amount ofsuch new assessment and shall provide in what manner it shall beapportioned among the various lots and parcels of land includedwithin the assessment district in said ordinance defined, givingdue credit to each and every lot and parcel of land entitledthereto for all payments on the previous assessment for theimprovement in question that shall appear from the city recordsto have been made on account of such lot or parcel, and for anypart of such previous assessment, which, though unpaid, is avalid lien against such lot or parcel.
