White way system--costs, how paid (third class cities).

88.627. The city council may, at its discretion, elect toassess as special taxes, one-half of the cost of installation ofa white way system unless by remonstrance estopped, and submit tothe voters a proposal to issue bonds for the remaining one-half,the whole project being contingent upon the approval of theproposed issue of special tax bills and of bonds.
