Declaration of necessity for improvement (third class and certainspecial charter cities).

88.653. Whenever the council or other legislative body ofsuch city shall deem such improvement necessary to be done,whether on petition or otherwise, it shall by ordinance declaresuch improvement necessary to be done together with the reasontherefor and shall cause plans and specifications for such workand improvement together with an estimate of the cost thereof, tobe prepared by the city engineer or other proper officer andfiled with the city clerk of such city subject to inspection ofpublic, which said ordinance shall also set out in detail thecourse along which the water main pipes are to be laid, thedepth, the dimensions of the pipe, the source and the terminationthereof, together with the necessary valves and other equipmentand appurtenances in connection with the said pipe and cause saidordinance to be published in some newspaper printed in the city.
