Special tax bills shall be assignable and collectible (third classand certain special charter cities).

88.663. All special tax bills issued by cities as hereinprovided for laying and extending of water main pipes shall beassignable and collectible in any action brought by the owner orholder of said bills, but the city shall not be liable for thecost in any such suit in any action brought by the owner orholder of said tax bills and said tax bills shall in any actionthereon be prima facie evidence of the regularity of theproceedings for such special assessments and of the validity ofthe bills, of the doing of the work and of the furnishing of thematerials charged for, and of the liability of the property tothe charge stated in the bills.
