Costs of improvement to be estimated--contracts not to exceedestimate.

88.824. Before the governing body of the municipality shallmake any contract for building bridges, sidewalks, culverts orsewers, or for paving, macadamizing, curbing, guttering orgrading any street, avenue, alley or other highway, or buildingany other improvements authorized herein, an estimate of the costthereof shall be made by the engineer or other proper officer orperson designated by ordinance and submitted to the governingbody of the municipality, and no contract shall be entered intofor any work or improvement for a price exceeding the estimate;provided, that no estimate shall be required for the making ofany local or special repairs.
