No building permitted on streets not conforming to major street plan.

89.470. After the adoption of a major street plan, nobuilding permit shall be issued for and no building shall beerected on any lot within the territorial jurisdiction of thecommission unless the street giving access to the lot upon whichthe building is proposed to be placed conforms to therequirements of section 89.460.
