Board of waterworks commissioners, how composed--compensation.

91.260. The waterworks system, when acquired by purchase orerected by the city, shall be under the management and controlof a board known as "The Board of Waterworks Commissioners",which shall be composed of three residents of the city, wellknown for their intelligence and integrity, who shall beappointed by the mayor with the approval of the city council.As soon as convenient after the members of the board have beenchosen, the board shall hold a meeting at the city council roomof such city, and organize by the election of a president, andadopt a corporate seal, and at such first meeting they shalldetermine by lot the term of office of each member, so that oneshall serve for one year, one for two years and one for threeyears, and whenever the term of office of a member of the boardexpires, the mayor of the city, with the approval of the citycouncil, shall appoint a successor to serve a full term of threeyears; and in case any other vacancy arises in the board, itshall be filled in like manner for the unexpired term. Each ofthe commissioners shall give bond in the penal sum of fivethousand dollars, with two solvent securities, for the faithfulperformance of their duties, such bond to be approved by themayor. Any member of such board shall be suspended or removedin the same manner and for like cause as an appointive cityofficer. The board shall keep a record of its proceedings, andthe city clerk of the city, by virtue of his office, shall besecretary of the board of waterworks commissioners, and shall bethe custodian of the seal, and shall serve without furthercompensation than that received as city clerk. Each member ofthe board may, by ordinance of the council of the city, be paidout of the revenues derived from the operation of the plant, asalary not exceeding the sum of five hundred dollars per year.No person holding an office under the city government, eitherelective or appointive, shall be eligible to appointment on theboard of waterworks commissioners, and no more than two of suchcommissioners shall belong to the same political party.
