91.650. All necessary preliminary expenses actually incurredby the governing body in the making of surveys, estimates ofcosts and revenues, employment of engineers or other employees,the giving of notices, taking of options and all other expensesof whatsoever nature, necessary to be paid prior to the issue anddelivery of the revenue bonds pursuant to the provisions ofsections 91.620 to 91.770, may be met and paid in the followingmanner: Said board or governing body may from time to timecertify such items of expense to the governing body, directingthe payments of the several amounts thereof, and thereupon theproper officer shall at once draw a warrant or warrants upon thegoverning body, which warrant or warrants shall be paid out ofthe general funds of said governing body not theretoforeappropriated, without a special appropriation being madetherefor; or, in case there are no general funds of such city nototherwise appropriated, the governing body may temporarilytransfer from other funds of such governing body a sufficientamount to meet such items of expense, or the making of atemporary loan for such purpose, and such governing body shallthereupon at once make such transfer of funds, or authorize suchtemporary loan in the same manner that other temporary loans aremade by the governing body; provided, however, that the fund orfunds of such governing body from which such payments are madeshall be fully reimbursed and repaid by said board out of thefirst proceeds of the sale of revenue bonds herein provided for,and before any other disbursements are made therefrom, and theamount so advanced to pay such preliminary expenses shall be afirst charge against the proceeds resulting from the sale of suchrevenue bonds until the same has been repaid as herein provided.
