Bonds shall not be invalidated for certain reasons.

91.700. Said bonds bearing the signatures of officers inoffice on the date of the signing thereof shall be valid andbinding obligations, notwithstanding that before the deliverythereof and payment therefor any or all the persons whosesignatures appear thereon shall have ceased to be officers of themunicipality issuing the same. The validity of said bonds shallnot be dependent or not affected by the validity or regularity ofany proceedings relating to the acquisition, purchase,construction, reconstruction, improvement, betterment, orextension of the undertaking for which said bonds are issued.The ordinance or resolution authorizing said bonds may providethat the bonds shall contain a recital that they are issuedpursuant to sections 91.620 to 91.770, which recital shall beconclusive evidence of their validity and of the regularity oftheir issuance.
