Distribution of tax to transportation authority--use of funds(Kansas City).

92.421. 1. Not later than the tenth day of each month, thedirector of revenue shall distribute all moneys due theinterstate transportation authority as determined by the directorof revenue pursuant to section 92.402 received by him fromproceeds of the tax authorized in sections 92.400 to 92.421 inthe previous month, less one percent for the cost of collectionwhich shall be deposited in the state general revenue fund, tothe interstate transportation authority for the city in which thetax was levied. The director of revenue may authorize the statetreasurer to make refunds for erroneous payments andoverpayments, and may redeem any dishonored checks and draftsused in payment of the tax.

2. The interstate transportation authority shall use theproceeds of the tax solely for capital improvements for thesystem.

3. The interstate transportation authority shall withinninety days after August 28, 1989, promulgate rules andregulations for a minority/disadvantaged and women businessenterprise program for the purchase of goods and services andconstruction of capital improvements for the authority.
