Power of council to levy taxes and licenses.

94.020. The city council shall, from time to time, provideby ordinance for the levy and collection of all taxes, licenses,wharfage and other duties not herein enumerated, and for neglector refusal to pay the same shall fix such penalties as are now ormay hereafter be authorized by law or ordinance.
