No bar to use of other city revenues for public mass transportationpurposes.

94.650. Nothing contained herein shall be construed to prevent a cityfrom appropriating and paying moneys from any of its other revenues to aninterstate transportation authority, a city transit authority or a cityutilities board for any of the purposes enumerated herein, and all cities areempowered to appropriate and pay or expend moneys from any of its revenues forthe public mass transportation purposes enumerated herein.
