Indebtedness of city not to be increased--proceeds from sale of bonds,how applied.

95.375. No such bonds shall be issued in such a manner as toincrease the indebtedness of the said city, but such bonds shallbe sold as directed by the board of aldermen of such city, andthe proceeds thereof shall be applied only to the payment anddischarge of the judgment and decrees of any court for thepayment of which the same may be issued, and such bonds so soldshall be delivered at the same time that the judgment and decreesaforesaid shall be paid and discharged.
