Employee defined (St. Louis City).

95.551. The term "employee" shall not include any appointedor elected officers who may be prohibited from the receipt ofbenefits hereunder by the application of any provision of anystatute or of the constitution of this state affecting thecompensation of public officers, but such term shall otherwise bedeemed to include public officers.
