96.320. When any incorporated city of the third class shallhave received, by gift or otherwise, a home for the care oforphan children or the children of indigent parents, which shallbe known as "the children's home", the mayor of such city shall,with the approval of the legislative branch of the municipalgovernment of such city, proceed to appoint a board of ninedirectors for the same, chosen from the residents at large, withreference to their fitness to such office; and no member of themunicipal government shall be a member of said board.
