Two or more authorities may cooperate in joint project--governing bodyand community defined.

99.610. 1. Any two or more authorities may join orcooperate with one another in the exercise of any or all of thepowers conferred hereby for the purpose of planning, undertakingor financing a land clearance project or projects located withinthe area or areas of operation of any one or more of saidauthorities.

2. When a land clearance project or projects are planned,undertaken or financed on a regional or unified metropolitanbasis, the terms "governing body" and "community" as used in thislaw shall mean the governing bodies of the appropriatecommunities and the appropriate communities cooperating in theplanning, undertaking or financing of such project or projects.
