Master plan--municipalities authorized to prepare.

99.640. The governing body of any municipality or county,which is not otherwise authorized to establish a planning agencywith power to prepare a master plan for the physical developmentof the community, is hereby authorized and empowered to preparesuch a master plan for the purposes of initiating and carryingout a land clearance project under this law.
