Greenfield areas, no new projects to be designated, when.

99.843. Notwithstanding the provisions of sections 99.800 to 99.865to the contrary, no new tax increment financing project shall be authorizedin any greenfield area, as such term is defined in section 99.805, that islocated within a city not within a county or any county subject to theauthority of the East-West Gateway Council of Governments. Municipalitiesnot subject to the authority of the East-West Gateway Council ofGovernments may authorize tax increment finance projects in greenfieldareas.
