99.881. 1. Upon acquisition of real property by the urbanhomesteading agency under section 99.879 or upon certification bythe building official of vacant municipally owned property andapproval of the governing body of the municipality, the urbanhomesteading agency shall publish at least twice a notice in anewspaper having general circulation in the municipality thatsuch property is available. Such notice shall include theestimated purchase price, the qualifications for applicants,procedures for bidding on the property and the closing date forsuch bidding. The second notice shall be published not less thantwo weeks before such closing date.
2. Within thirty days after the closing date for bidding,the urban homesteading agency shall recommend to the legislativebody the transfer of such property to a qualified applicant undersuch terms and conditions as are determined by the agency,provided the applicant shall be selected in accordance withpriorities established under section 99.891.
3. The governing body of the city may, by resolution, voteto transfer the urban homesteading property with or withoutcompensation to the applicant selected pursuant to subsection 2of this section. Such transfer shall be made pursuant to acontract of sale and rehabilitation or construction which shallprovide among other things that, as consideration for thetransfer:
(1) The property transferred be rehabilitated orconstructed predominantly for residential use and be brought intoand maintained in conformity with applicable health, housing andbuilding code standards;
(2) The rehabilitation or construction shall commence andbe completed within a period of time as determined by the urbanhomesteading agency.
