Adoption of resolution or ordinance, effect of--certified copyadmissible as evidence.

100.380. 1. In any suit, action or proceeding involving thevalidity or enforcement of or relating to any contract of anauthority or other public body, such authority or other publicbody shall be conclusively deemed to have become established andauthorized to transact business and exercise its powers hereunderupon proof of the adoption of the appropriate resolution orordinance prescribed in section 100.320 above. Each suchresolution or ordinance shall be deemed sufficient if itauthorized the exercise of powers hereunder by the authority orother public body and finds in substantially the terms providedin subdivision (2) of section 100.320, no further detail beingnecessary, that the conditions therein enumerated exist.

2. A copy of such resolution or ordinance duly certified bythe municipal or county clerk, as the case may be, shall beadmissible in evidence in any suit, action or proceeding.
