Any municipality authorized to prepare a master plan for physicaldevelopment of community.

100.600. The governing body of any municipality, which isnot otherwise authorized to establish a planning agency withpower to prepare a master plan for the physical development ofthe community, is hereby authorized and empowered to prepare sucha master plan for the purposes of initiating and carrying out aproject under this law.
