Delinquent participating member agency, effect--first lien onmember agency's fund--writ of mandamus for payment.

103.163. If any participating member agency fails to makeany payment due the plan for a period of sixty days after thepayment is due, the participating member agency shall becomedelinquent and the amount of the delinquency shall constitute afirst lien of the funds of the participating member agency, andthe board is authorized to compel payment by application for awrit of mandamus; and, in addition, such delinquency shall becertified by the board to the state treasurer. Until suchdelinquency, together with regular interest, is satisfied, thestate treasurer shall withhold all moneys due the participatingmember agency from the state.
