Funding of judgment indebtedness--bond issue therefor (county,municipality).

108.130. The several counties and municipalities of thisstate are hereby authorized to fund any judgment indebtedness ofsuch county or municipality and to issue bonds therefor asprovided by the general law governing the issuance of bonds bycounties and municipalities, respectively. The issuance of suchfunding bonds under this section shall be deemed and held by allcourts in this state, to all intents and purposes, the incurringof a new indebtedness; and thereafter no question shall ever beraised in any court as to the validity of such indebtedness,except questions of constitutional limitation of indebtedness.Such funding bonds shall not be exchanged or delivered in paymentof such judgment indebtedness nor any part thereof. Theprovisions of this section shall not be deemed to be repugnant tonor inconsistent with section 108.140; but the power andauthority hereby conferred shall be deemed to be cumulativethereof.
