Commissioners authorized to borrow and to issue bonds for statebuilding and property improvements.

108.900. 1. For the purpose of providing funds forimprovements of state buildings and property, including stateparks, including but not limited to repairing, remodeling, orrebuilding buildings and properties of the state, providingadditions thereto or additional buildings where necessary andfor planning, furnishing, equipping and landscaping suchimprovements and for expenditures for state parks as specifiedin section 253.040, RSMo, and for grants administered pursuantto sections 644.031, RSMo, 192.600 to 192.620, RSMo, 68.010 to68.070, RSMo, and 278.080, RSMo, and for construction andimprovement of rail and highway access within this state, asauthorized by and to implement section 37(d) of article III ofthe Constitution of the State of Missouri, the board of fundcommissioners of the state of Missouri is hereby empowered toborrow, on the credit of the state, the sum of seventy-fivemillion dollars in the manner provided in sections 108.900 to108.914. The bonds shall be issued by the state board of fundcommissioners as necessary to carry on the program of financing,planning, and constructing the improvements specified in thissection as determined by the general assembly.

2. For the purpose of providing additional funds for thepurposes described in subsection 1 of this section, asauthorized by section 37(d) of article III of the Constitutionof the State of Missouri, the board of fund commissioners ishereby empowered to borrow, on the credit of the state, fiftymillion dollars in the manner provided in sections 108.900 to108.914. This amount shall be in addition to the seventy-fivemillion dollars authorized by subsection 1 of this section.

3. For the purpose of providing additional funds for thepurposes described in subsection 1 of this section, asauthorized by section 37(d) of article III of the Constitutionof the State of Missouri, the board of fund commissioners ishereby empowered to borrow, on the credit of the state,seventy-five million dollars in the manner provided in sections108.900 to 108.914. This amount shall be in addition to theamounts authorized by subsections 1 and 2 of this section.

4. For the purpose of providing additional funds for thepurposes described in subsection 1 of this section, asauthorized by section 37(d) of article III of the Constitutionof the State of Missouri, the board of fund commissioners ishereby empowered to borrow, on the credit of the state, fourhundred million dollars in the manner provided in sections108.900 to 108.914. This amount shall be in addition to theamounts authorized by subsections 1, 2 and 3 of this section.Funds allocated for economic development purposes from themoneys derived under this subsection need not be subject to anymatching contribution requirements imposed by section 68.035,RSMo.
