Appropriations from fund, purposes--distribution.

108.905. The general assembly may appropriate in any yearsuch amount from the third state building fund as it determinesto be necessary for the purposes specified herein. Any amountso appropriated in any year shall be distributed according tothe following guidelines:

(1) A minimum of 20% of the total amount of appropriationsfrom the third state building fund in any year shall be used forthe repair, replacement and maintenance of state buildings andfacilities as determined by the general assembly;

(2) 15% of the total amount of appropriations from thethird state building fund in any year shall be allocated for thepurpose of stimulating economic development in this state andshall be distributed as follows:

(a) 20% of the appropriations under this subdivision shallbe appropriated to the department of transportation for highway purposes;

(b) 20% of the appropriations under this subdivision shallbe appropriated to the office of the governor or a department sodesignated by the governor for transportation purposes otherthan highways and for capital improvement expenditures as theyrelate to projects relating to chapter 68, RSMo;

(c) 20% of the appropriations under this subdivision shallbe appropriated to fund grants administered pursuant to section644.031, RSMo;

(d) 26.6% of the appropriations under this subdivisionshall be appropriated to fund grants administered pursuant tosection 278.080, RSMo;

(e) 13.4% of the appropriations under this subdivisionshall be appropriated to fund grants administered pursuant tosections 192.600 to 192.620, RSMo;

(3) A maximum of 65% of the total amount appropriated fromthe third state building fund in any year shall be distributedamong the following departments and agencies of state governmentas follows:

(a) 2.7% of the appropriations under this subdivision shallbe appropriated to the department of agriculture;

(b) .2% of the appropriations under this subdivision shallbe appropriated to the department of elementary and secondaryeducation;

(c) 36.3% of the appropriations under this subdivisionshall be appropriated to the department of higher education;

(d) 17.0% of the appropriations under this subdivisionshall be appropriated to the department of mental health;

(e) 15.5% of the appropriations under this subdivisionshall be appropriated to the department of natural resources forstate parks and historic preservation;

(f) 1.9% of the appropriations under this subdivision shallbe appropriated to the department of public safety;

(g) 18.4% of the appropriations under this subdivisionshall be appropriated to the department of corrections and humanresources;

(h) 3.4% of the appropriations under this subdivision shallbe appropriated to the department of social services;

(i) 5.0% of the appropriations under this subdivision shallbe appropriated to the board of public buildings for planningfor capital improvement projects to be funded from the thirdstate building fund.
