Third state building bond interest and sinking fund money to standappropriated for payment of principal and interest on bonds.

108.911. All funds paid into the third state building bondinterest and sinking fund shall be and stand appropriatedwithout legislative action to the payment of principal andinterest of the bonds, there to remain until paid out indischarge of the principal of the bonds and interest accruingthereon, and no part of such funds shall be used for any otherpurpose so long as any of the principal of the bonds and theinterest thereon shall be unpaid.
