Bonds to be issued as funds are required--issuance by resolution ofboard--written consent of governor required.

108.914. Bonds herein provided for shall be issued by the board of fundcommissioners from time to time as funds are required to meet expendituresunder appropriations made by the general assembly for the purposes for whichthe bonds are authorized to be issued. Any action taken or proceedings had bythe board of fund commissioners with reference to the issuance of the bonds orany part thereof shall be by resolution adopted by a majority of all themembers of the board, but no bonds shall be authorized to be sold under theprovisions of sections 108.900 to 108.914 without the written consent of thegovernor of this state.
