Penalties for failure to deliver records.

109.030. 1. If any such officer, or the executor oradministrator of such officer, shall fail to deliver suchrecords, books or papers, he or they shall forfeit not more thanone thousand nor less than one hundred dollars, to be recoveredby civil action to the use of the county.

2. Such officer, or the executor or administrator of suchofficer, shall pay to any person injured by the detention of suchrecords, books or papers all damages which may accrue to him, tobe recovered by civil action.
