Procedure for counting votes on questions.

115.455. Election judges shall count votes on each questionin the following manner:

(1) If a cross (X) mark appears in the square immediatelybeside or below the "YES", the question shall be counted as votedfor. If a cross (X) mark appears in the square immediatelybeside or below the "NO", the question shall be counted as votedagainst;

(2) If a cross (X) mark appears in the square immediatelybeside or below the "YES" and in the square immediately beside orbelow the "NO", the question shall neither be counted as votedfor nor as voted against.
