Secretary of state may promulgate rules.
115.660. The secretary of state may adopt rules and regulationsgoverning the procedures and forms necessary to implement sections 115.650to 115.660. No rule or portion of a rule promulgated under the authorityof sections 115.650 to 115.660 shall become effective unless it has beenpromulgated pursuant to the provisions of section 536.024, RSMo.
