Agent to conduct investigations--advisory recommendations.

138.310. 1. The commission may conduct a number ofinvestigations contemporaneously through different agents, andmay delegate to an agent the taking of all testimony bearing uponany investigation or hearing.

2. The decision of the commission shall be based upon itsexamination of all testimony and records.

3. The recommendations made by such agent shall be advisoryonly, and shall not preclude the taking of further testimony ifthe commission orders further investigation.
