Sections 141.820 to 141.970 applicable, when (St. Louis).

141.820. In all cities not within a county, which now haveor may hereafter have a population in excess of seven hundredthousand inhabitants, the collection of delinquent and back taxesshall be regulated and controlled by the provisions of sections141.820 to 141.970.
