Academic performance standards, adoption by state board,standards--procedure for adoption--development of writtencurriculum frameworks--adoption of written curriculum by boardsof education.

160.514. 1. By rule and regulation, and consistent withthe provisions contained in section 160.526, RSMo, the stateboard of education shall adopt no more than seventy-five academicperformance standards which establish the knowledge, skills andcompetencies necessary for students to successfully advancethrough the public elementary and secondary education system ofthis state; lead to or qualify a student for high schoolgraduation; prepare students for postsecondary education or theworkplace or both; and are necessary in this era to preserve therights and liberties of the people.

2. The state board of education shall convene work groupscomposed of education professionals to develop and recommendacademic performance standards. Separate work groups composed ofprofessionals with appropriate expertise shall be convened foreach subject area listed in section 160.518. Activeclassroom teachers shall constitute the majority of each workgroup. Teachers serving on such work groups shall be selected byprofessional teachers' organizations of the state. Additionalteachers who are not members of such organizations may serve byappointment of the state board of education.

3. The state board of education shall develop writtencurriculum frameworks that may be used by school districts. Suchcurriculum frameworks shall incorporate the academic performancestandards adopted by the state board of education pursuant tosubsection 1 of this section. The curriculum frameworks shallprovide guidance to school districts but shall not be mandatesfor local school boards in the adoption or development of writtencurricula as required by subsection 4 of this section.

4. Not later than one year after the development of writtencurriculum frameworks pursuant to subsection 3 of this section,the board of education of each school district in the state shalladopt or develop a written curriculum designed to ensure thatstudents attain the knowledge, skills and competenciesestablished pursuant to subsection 1 of this section. Localschool boards are encouraged to adopt or develop curricula thatare rigorous and ambitious and may, but are not required to, usethe curriculum frameworks developed pursuant to subsection 3 ofthis section. Nothing in this section or this act** shall prohibitschool districts, as determined by local boards of education, todevelop or adopt curricula that provide for academic standards inaddition to those identified by the state board of educationpursuant to subsection 1 of this section.
