State board to adopt rules concerning courses in physical educationand provide manual--procedure.

161.102. 1. The state board of education shall:

(1) Adopt and promulgate rules and regulations deemed necessary tosecure courses in physical education to all pupils and students in all publicschools and in all educational institutions supported in whole or in part bythe state; and*

(2) With the advice and cooperation of the director of the statedepartment of health and senior services, compile and print a manual ofphysical education and health supervision and school nurse service to bedistributed for use by the teachers, supervisors of physical education, schoolhealth supervisors and school nurses of the state.

2. No rule or portion of a rule promulgated under the authority of thischapter shall become effective unless it has been promulgated pursuant to theprovisions of section 536.024, RSMo.
