Department includes what--employees, appointment and compensation.

161.132. 1. The department of elementary and secondaryeducation includes the commissioner of education, the members ofthe professional staff, and the other employees essential to theefficient operation of the department.

2. Upon the recommendation of the commissioner the boardshall appoint the members of the professional staff and the otheremployees and fix their compensation.
