Department to develop criteria--applicant preference of schools.

161.418. 1. The department of elementary and secondaryeducation shall develop criteria, with input from teachereducators in this state, to select which of the eligibleapplicants shall receive the scholarships made available undersections 161.415 to 161.424.

2. Students making application for the scholarshipsprovided under sections 161.415 to 161.424 shall indicate theirfirst, second, and third preference as to which of the collegesand universities which have provided the necessary matchingfunds to participate in the scholarship program establishedunder sections 161.415 to 161.424 they wish to attend. Thedepartment of elementary and secondary education, in conjunctionwith those colleges and universities which have provided thenecessary matching funds, shall develop procedures for matchingstudents eligible for the scholarships provided under sections161.415 to 161.424 with such colleges and universities.
