163.195. Passage of sections 143.998, 162.975, 163.011,163.031, 163.036, 163.161 and 163.195 shall not be construed as apromise to fund the school foundation program at any particulardollar amount. Passage of sections 143.998, 162.975, 163.011,163.031, 163.036, 163.161 and 163.195 shall provide a statutoryformula to distribute whatever funds are appropriated by thelegislature to the various public elementary and secondary schooldistricts in the state.
