District shall not require nor prohibit personnel to participate inprogram.

167.308. No district applying for funds under sections167.290 to 167.310 shall require as a condition of employmentthat any full-time certificated personnel of the district mustparticipate in any way in the operation of an extended day childcare program in the district. No full-time certificatedpersonnel employed in a district operating an extended day childcare program shall be prohibited from seeking employment in sucha program. Such requirement or prohibition shall be grounds fordisapproving an application.
