Missouri teacher corpsprogram--recruits--eligibility--duties--compensation--rules.

168.430. 1. The state of Missouri in an effort to improve elementaryreading skills and basic student achievement in English and foreignlanguages, remedial reading, science and math hereby establishes the"Missouri Teacher Corps" program to improve student achievement. Thedepartment of elementary and secondary education and the department ofhigher education shall work together to provide staff and facilities toestablish the corps and promote its success.

2. The corps shall recruit fifty college seniors of graduates eachyear to contract to teach in designated schools for a two-year period. Norecruit shall have majored in education. Each recruit shall have abachelor's degree upon entering the corps in English, foreign language,mathematics, science, social studies or history.

3. The corps shall:

(1) Provide dedicated, talented teachers for school districts wherean inadequate supply of teachers exists and has a need for student readingimprovement;

(2) Afford a structured entry into the teaching profession foroutstanding liberal arts who may have never taught;

(3) Identify and nurture educational leaders for the twenty-firstcentury.

4. The corps shall provide, with the assistance of the state collegesand universities, an eight-week intensive training institute for therecruits to provide skills needed to assist them in teaching. Uponsuccessful completion of certification requirements, recruits shall beassigned by the corps to public school districts on the basis of localneed.

5. The corps shall provide members with tuition and book allowancesand housing allowance for the member's pursuance of a master of arts degreein curriculum and instruction in an evenings and weekends and summerschedule for the first two years.

6. Corps members shall be compensated as are other teachers.

7. The department of elementary and secondary education may adoptrules to implement the provisions of this section.

8. Any rule or portion of a rule, as that term is defined in section536.010, RSMo, that is created under the authority delegated in thissection shall become effective only if it complies with and is subject toall of the provisions of chapter 536, RSMo, and, if applicable, section536.028, RSMo. This section and chapter 536, RSMo, are nonseverable and ifany of the powers vested with the general assembly pursuant to chapter 536,RSMo, to review, to delay the effective date or to disapprove and annul arule are subsequently held unconstitutional, then the grant of rulemakingauthority and any rule proposed or adopted after August 28, 1999, shall beinvalid and void.
