Obligations chargeable to general revenue fund--alteration ofexisting rights prohibited.

169.370. 1. Interest charges payable, the creation andmaintenance of reserves in the general reserve fund and thepayment of all retirement allowances, refunds and other benefitsand expenses are hereby made obligations chargeable against thegeneral reserve fund and not of the school district, and themoneys placed in the general reserve fund shall not be divertedor used for other purposes.

2. No alteration, amendment or repeal of sections 169.270 to169.400 shall be deemed to affect the rights of members of anyretirement system established thereunder with reference todeposits previously made, or to reduce any accrued or potentialbenefits to those who are members at the time when suchalterations, amendments, or repeal becomes effective or to reducethe amount of any retirement allowance then payable.
