172.858. State funds shall be appropriated to the curators of theUniversity of Missouri from general revenue for the payment of treatmentand care of those persons who cannot pay for services provided by therehabilitation center, and for capital improvements for the rehabilitationcenter property including repairs, maintenance, preventive maintenance andrenovation, for the design and planning of maintenance, preventivemaintenance and renovation projects and for such other purposes as thegeneral assembly may deem appropriate.
