Crowder College energy center, state to assist in funding, when--usesfor state's contribution.

178.891. The general assembly may make appropriations tothe commissioner of administration for grants to Crowder Collegein the planning and operation of the Missouri alternative andrenewable energy center, if it determines that Crowder Collegehas established and is actively building an endowment fund forthe partial funding of the center. In connection with theutilization of such grants, Crowder College may contract with anyperson, firm or corporation, whether organized for profit orotherwise, and may receive and expend funds received from thefederal government or any agency thereof, or from any person,firm or corporation. Appropriations made pursuant to theprovisions of this section shall not be considered as a part ofthe regular appropriations for Crowder College nor shall suchappropriations result in any reduction of appropriations forCrowder College. Appropriations from the state shall be used fora program of instruction in alternative energy, publiceducational services including instruction in Missouri elementaryand secondary schools, service to Missouri industries throughcooperative projects and in-service training, and appliedresearch in alternative energy applications.
